Kingman Park…….I need your support!

For the past two years it has been my great honor to represent my neighbors in the Kingman Park Neighborhood, ANC 7D01. Once again, I need your support.

During my tenure as ANC Commissioner I have worked extremely hard to improve the quality of life in Kingman Park. Together we have made a lot of progress, but we still have a long way to go.

Good Afternoon Director Bellamy, Director Barber and Director Howland, During the redistricting process, the Kingman Park Community which is located in Ward 7 has been be allowed by law to receive Ward 6 RPP. So far that has not happen. Several Kingman Park residents have tried to get the updated parking sticker and have been denied. Can you tell me when this parking process is going to change to accommodate Kingman Park? Here is the law: Sec. 3. Section 2411.3 of Title 18 of the District of Columbia Municipal Regulations (18 DCMR § 2411.3) is amended to read as follows: “2411.3 Each Ward of the District shall constitute a separate residential permit parking zone; provided, that parking zone in census tract 79.03, (starting at the corner of Nineteenth Street, N.E., and Benning Road, N.E., east along said Benning Road, N.E., to Oklahoma Avenue, N.E.; thence in a southerly direction along said Oklahoma Avenue, N.E., to C Street, N.E.; thence west along said C Street, N.E., to Nineteenth Street, N.E.; thence north along said Nineteenth Street, N.E., to the point of beginning) shall be zoned as Ward 6.”.

Under D.C. Mun. Regs. tit. 18, § 2411.3, Kingman Park residents (who are a part of Ward 7) were granted Ward 6 parking privileges. But the change has not been implemented bureaucratically. DDOT blames DMV, DMV blames DPW, DPW blames DDOT (not necessarily in that order). When can we expect a resolution to this issue? Thanks!

Mayor Vincent C. Gray and District Public Safety Officials Welcome Big Drop in Homicides and Announce Plan to Improve Police Service

Mayor Vincent C. Gray, Deputy Mayor for Public Safety and Justice Paul Quander and Police Chief Cathy L. Lanier today announced a plan to improve the delivery of police services in the District of Columbia and highlighted crime-fighting successes from 2011 – including a significant decrease in murders compared to the same period last year.

As of today, there have been 108 murders in the District, putting the city on pace to have its lowest number of homicides in nearly half a century.

“While a single murder is one too many, this figure shows our city is on the right track,” Mayor Gray said. “The days when the District was known as the nation’s ‘Murder Capital’ are long behind us, and the plans we are announcing today will enable our police to continue this progress.”

In 2011, Chief Lanier launched an effort to realign patrol-service boundaries because of current and projected future imbalances in patrol-district workload.

“With increasing business and residential development and the thriving tourist and entertainment areas throughout the city, workload in the police districts has shifted significantly since the last boundary realignment was done in 2004,” said Chief Lanier. “The goal of the boundary realignment is to improve police service to the city.”

The city is divided into seven Police Districts, each of which is subdivided into five or more Police Service Areas (PSAs). The realignment plan, which will go into effect on January 1, is based on evaluation of crime, calls for service, development and road-construction plans, community concerns and other factors. The new boundaries will distribute crime and calls for service almost equally among the districts. While some police districts are changing more than others, all are undergoing some change. In addition, under the new boundaries, the largest PSAs will be reduced in size, with the total number of PSAs increasing from 46 to 56.

“All of this means more efficient police services for residents, as well as those who work here and visit our city,” said Mayor Gray. “I want to commend Chief Lanier and the men and women of the Metropolitan Police Department (MPD) for the progress they have made in combating crime.”

MPD has experienced continued success in driving down homicides. This year’s homicide total will be the lowest since 1963, the last year the District had fewer than 100 homicides.

For the year 2011, with 108 homicides to date, the District has seen an 18 percent decline in homicides over last year’s total of 132. MPD’s homicide case-closure rate is currently 94 percent, which is well above the national average and an increase over the year before.

 “Our positive results can be attributed to proactive patrol measures and a collaborative approach with partners in the community and the criminal-justice system,” said Chief Lanier. “A key to the success was convincing all partners that we could prevent the next homicide through immediate and coordinated action. The Department has also improved its use of technology, which helps detectives analyze data and solve crimes. We are continuing to close homicide cases quickly, which removes violent offenders from the streets and is essential in our efforts to focus on gang violence.”

Chief Lanier also highlighted the dramatic reductions in homicides in the portion of the city east of the Anacostia River, which has long had the dubious distinction of leading the District in homicides. Before 2005, there were consistently more than 100 homicides annually in the police districts east of the Anacostia.  So far this year, homicides east of the river have been reduced by half.

“There are still too many old wounds in families and communities that have survived homicides,” Chief Lanier said, “but dramatically reducing the number of new homicides – together with solving past homicides – helps families and communities to heal.  This reduction certainly supports the resurgence of many of our neighborhoods east of the river.”

 MPD also had successes this year in removing drugs and guns from the city’s streets.

A joint operation between MPD and federal partners led to the arrests of 70 suspects for the possession and distribution of firearms and narcotics with a street value of more than $7.1 million. The operation – which involved MPD and federal partners at the Bureau of Alcohol, Tobacco, Firearms and Explosives; the FBI; the Immigration and Customs Enforcement Agency; the Drug Enforcement Administration; and the U.S. Attorney’s Office – was initiated to disrupt and dismantle illegal firearms trafficking, drug trafficking and fencing operations within the District of Columbia.

 “This year we celebrated the 150th Anniversary of the MPD, and we continue to look for creative ways to fight crime in our city,” said Chief Lanier. “We are looking forward to great things in the New Year.”

Advisory Neighborhood Commission Redistricting Continued

The eight ward task forces have sent to the District council their recommendations for ANC redistricting. How many of these proposals call for shifting residents from one ANC to another, not because it makes “neighborhood” sense, but because the Office of Planning is, as Richard Holzager commented in the October 11 issue of themail, “obsessing over the 2,000 figure,” demanding that all single-member districts have populations within 100 of that 2000 value?

The DC Code makes it clear that ANCs should be defined first, and then SMDs fit into those ANCs, rather than the other way about:

§ 1-309.02. Advisory Neighborhood Commission areas. There are hereby established in the District of Columbia Advisory Neighborhood Commission areas, . . .
§ 1-309.03. Single-member districts.
(a) The Council shall, by act, establish single-member districts for each of the neighborhood commission areas in § 1-309.02. . . .

But the Office of Planning reverses this, instructing the task forces to define SMDs according to that 1900-2100 population criterion, with no reference to any “Advisory Neighborhood Commission areas.” As one Ward Five participant wrote, “there would be no reference to existing commission lines, and the process would be data-driven.” The ANCs should then consist of a patchwork of these SMDs, rather than being defined by “neighborhoods.” Our Ward One task force chairman was explicit: neighborhood boundaries are uncertain and change with time, and so are to be ignored. The Ward One task force thus tried to shove pieces of Columbia Heights or Adams Morgan into Mount Pleasant, and Columbia Heights into Adams Morgan, to get ANC populations to come out to even multiples of 2000, so the 2000-population SMDs would fit. That’s what comes from a process that is “data-driven,” instead of being “neighborhood-driven.” But the response from the affected residents was unequivocal: we know what neighborhood we’re in, don’t force us into some other neighborhood’s ANC.

An ANC 3C correspondent has this to say: “One of the problems is that while the council and their staff have described some reasonable policies about this, the Office of Planning has gone out of its way to denigrate the value of neighborhoods and instead to hold the 2,000 rule above all. And it is the Office of Planning that has taken the lead in advising the Task Force chairs in what is expected of their task forces. So we should consider changing this by legislation.” Indeed, and now is the time for the District council to do that.

Glimmer of Hope- Kingman Park in Parking Amendment

 

Yesterday I attended the Redistricting Hearing for the vote on the new proposed map. (Reservation 13 & the DC Jail will go to Ward 7) and our community will stay in Ward 7. One bright side of the redistricting plan, at this point the Kingman Park Community has been added to the Parking Amendment for Ward 6 zone parking. See below the proposed Parking Amendment.

Hopefully the Parking Amendment will pass on the final vote June 17, 2011.

            “Chapter 24 of Title 18 of the District of Columbia Municipal Regulations (18 DCMR § 2401 et. seq.) is amended as follows:

             “Section 2411.3 is amended to read as follows: “Each Ward of the District shall constitute a separate residential permit parking zone; provided, that parking zone in census track 79.03, (starting at the corner of 19th Street, N.E. and Benning Road, N.E., east along said Benning Road, N.E. to Oklahoma Avenue, N.E.; thence in a southerly direction along said Oklahoma Avenue, N.E. to C Street, N.E.; thence west along said C Street, N.E. to Nineteenth Street, N.E.; thence north along said Nineteenth Street, N.E. to the point of beginning) shall be zoned as ward 6.

 

Police Boundary Realignment

 The Metropolitan Police Department will discuss plans to improve the delivery of police services in the District of Columbia beginning on June 7, 2011 at the First District. Each police district will host a community meeting to discuss new Police Service Area boundaries in that district. Community members are invited to attend these meetings to get more information and have their questions answered. Every resident lives in a Police Service Area (PSA), and every PSA has a team of police officers and officials assigned to it. The Kingman Park Community is in PSA 103 within the First District. The PSA Lieutenant is Mark Saunders. PSA 103 gives great support of the Orange Hat Patrol in Kingman Park.

Kingman Park Community

Thanks to everyone that have sent an email, rallied, mailed a letter or called the Mayor and City Council on behalf of Kingman Park!  We need to continue to fight for our community! Please continue to contact city officials. Based on CM Evans comments on Kojo Nnamdi Show it is not over,  it seems they are still working on updates and/ or changes to the proposed redistricting map! Our goal must remain: The Kingman Park Community deserves the rights and benefits as any other District of Columbia Neighborhood!
